consequence conditions in the Czechoslovak state as is generally known have become en tirely insufferable during the last weeks UNSPEAKABLE MISERY persecution and eco nomic suppression have plunged the Sudeten Germans into un speakable misery characterize these conditions itis sufficient to refer to the fol lowing: this moment we count 214 000 Sudeten German fugitives swho had to leave their house' and hearth in their ancestral home land and who brought themselves into safety across the German border because they saw therein the only and last possibility for evading the revolting Czech re gime of force and bloodiest ter ror dead thousands of injured 'tens of thousands of per sons arrested and imprisoned des olated villages are the accusing witnesses before the world opinion of anSoutbreak of hostilities carried out for a long time by the Prague government which you in your tel egram rightly fear aside from the Ger economic life in the Sudeten German 5 territory for 20 years systematically destroyed by the Czech government which already shows all the signs of ruin which you anticipate as the result of an outbreak of war these are the facts which compelled me in my Nurnberg speech of Septem ber 13 to state before 'the whole world that the deprivation of rights of the three and one half millions of Germans in Czechoslo vakia must be stopped and that ihese people if they of themselves cannot find justice and help must receive both from the German reich i CONCRETE PROPOSALS However to make a last at tempt to reach the goal in a peaceful way I made concrete proposals for the solution of the problem in a memorandum deliv ered on Sept 23 to the British premier which in the' meantime has been made public the Czechoslovakian' gov eAiment had previously declared itself ready to be in agreement with the British and rench gov ernments that the Sudeten Ger man settlement area would be sep arated from Czechoslovakian state and joined to the German reich the proposals of the German mem orandum contemplate nothing else than to bring about a prompt and equitable fulfilment of that Czecho slovakian promise is my conviction that you Mr 'President when you realize the whole development of the Sudeten German problem from its inception to the 'present day will recognize that the German government has truly riot' been lacking either in patience or a sincere desire for a peaceful i un derstanding It is not Germany who Is to blame for the fact that is any Sudeten German problem at all and the present unjustifiable circumstances have arisen from it terrible fate of the affected by the problem no longer admits of a further postponement of its solution The possibilities of arriving at a just settlement by agreement are therefore exhausted with the proposals of the German memorandum It does not" rest with the German government put with the Czechoslovakian government alone To decide whether it wants peace or (Versailles) has fulfilled none of the promises given 1 STRIPPED RIGHTS On the contrary they created a political regime in Europe that reduced the vanquished nations to hanahs stripped of all rights ana that was recognized from the beginning by all judicious persons as untenable of the points which most clearly revealed the character of the dictates of 1919 was the found ing of the Czechoslovak state and the fixing of its
