received a two year state budget totaling a record $606938000 with sharply increased expenditures for school aid and mental health The budget proposes cutting into the $70 million general fund surplus at the rate of more than $20 million for each of the two years between July 1 1953 and June 30 1955 It would leave a balance of $28460000 on the latter date State for the two year period would be $59904000 more than during the two years ending next June 30 an increase of 1136per cent Gov mental health pro gram based on hiring more doc tors nurses and other employes and paying them better salaries rather than putting up new build ings accounts for $12 million of the increased state government expense The budget grants an average $400 a year pay increase to em ployes of mental hospitals and pro vides for the addition of 800 em ployes in these institutions by the end of the 1955 fiscal year State aid to local schools would be increased $18 million The budg et makes no provision for any in creases in salaries but merely seeks to keep present costs abreast of the increase in enroll ments HOUSE BILL HIGHER The $138 million school aid item is $34 million less than a House bill introduced Monday calling for salary increases of $520 to $1000 a year The 1951 53 appropriation "was $124161000 The governor has already said he favors higher salaries for be ginning teachers but Rep Robert Menke (R Huntingburg)" au thor of the new bill said the 1 proposed increases may eventually be cut in half If approved the salary increases would be added by the Legislature Another large increase in the budget adds $14 million to construc tion and operating funds for state colleges and universities largely because of needed new construction at the Indiana University Medical school The Rosebud Ore Balanced Budget Aim WASHINGTON first of the message will emphasize that he wants a balanced budget but will offer few details on how to achieve one informed sources said Tuesday Y' Elsenhower met with Republican Congressional leaders to discuss his still unfinished message which he will deliver in person before a joint session of the House and Senate 11:30 a (CST) next Monday
